Castro Valley Patch asked candidates running for office in November to fill out an election questionnaire.

Incumbent Harry Francis is one of four candidates seeeking two open seats on the Castro Valley Sanitary District board. Also running are fellow incumbent Ralph Johnson, and two new opponents David Silva and Hera Alikian.

What is the primary reason you are running for this office?  To continue my many years of service to Castro Valley.

What will be your single most important priority if you get elected? This is an older community; many live on fixed incomes. I will continue to make an attempt to hold future rate increases to a minimum.  

What sets you apart from the other candidates? I am not an engineer. I use a practical, common sense approach to deal with many issues with results that benefit all parties.

What are the names and ages of your children, if any? Robin, 57; Matt, 52; Katy, 50

List the schools and colleges you attended, the degrees you attained and when? St. Bernard Elementary and St. Elizabeth High School, both in Oakland 

Have you ever held an elected or appointed public office? Elected to Castro Valley Sanitary District and have served three terms. Appointed to Hayward Area Recreation & Park District, served one term. Appointed by LAFCO to chair Castro Valley Incorporation feasibility study.

Have you run unsuccessfully for an elected public office? Yes, Hayward Area Recreation & Park District, 1996

Approximately how much money do you expect to spend on your campaign? Less than $1000

What is your city of residence? How long have you lived there? Castro Valley, since 1947  

What is your favorite thing about Castro Valley? Small town atmosphere.  

What is Castro Valley's biggest problem? Lack of local government; not incorporated.
