Assemblywoman Reportedly Gives Raise to Staffer Who Rented Her Townhouse

Assemblywoman Mary Hayashi has reportedly been renting out her Castro Valley townhouse to her legislative aide Chris Parman shortly after giving him a $7,500 raise.

State Assemblywoman Mary Hayashi is reportedly being accused of renting her Castro Valley townhouse to a staff member who was recently given a large raise according to a recent CBS 5 article.

The house cost Hayashi and her husband just under $700,000 eight years ago, the article states. However, they had difficulty selling the property after moving out. The home was then , who was given a $7,500 raise just weeks prior.

CBS 5's political analyst Joe Tuman says this raises "serious ethical questions."

The assemblywoman's district director told CBS 5 that Parman no longer works for Hayashi and was transferred. However, CBS 5 reports that Parman's LinkedIn page still lists him as her legislative aide.

Hayashi was arrested last year for from Neiman Marcus. .

Tuman added this latest incident could cost her in November's election. seat

I don't think she's really running for supervisor. Realistically, she's not going to get elected to anything for the foreseeable future, probably ever, but she's sitting on $580,000 in campaign cash that she can only legally spend if she's running for something. So, she'll go through the motions of running for supervisor, and probably spend most of her money on "consulting fees" for people who can help her get a job next January.

What would have happen if it was not for her hubby being a judge , she gets off and wants to run for office again . no she should be cleared by her doctor and another doctor from out of the area to clear her , to be sure she can do the job and not have a brain tumior or anything . we do not need her to get side tract and steel again . but then,how is it she can give a aid more money or pay raise like that ? if she can do that then she can hire me and give me a job , for I an in need of a job right now . I live here in San Leandro and looking for a job . so with that raise she gave out what was the rent on that pad ?

I was just surprised to see she paid for the house at all, but I guess she couldn't forget it in her purse on the way out of a store...

Had the CBS 5 reporter tried to contact me instead of an old neighbor, she would have discovered that my husband, who makes 3 times my salary, pays our rent and always had since we moved to California for 10 years. My raise had everything to do with my job performance and nothing to do with the renting of Asm. Hayashi's home in Castro Valley. In fact, Asm. Hayashi doesn't provide raises, the Assembly Rules Committee that we work for makes this determination. I asked Asm Hayashi to rent her condo because it was a beautiful home and had an amazing view of the Bay along with wonderful neighbors. Yes, we paid fair market value for the condo, no more, no less.
I no longer work for the Assembly. I barely have enough time to update DMV of my new address let alone some LinkedIn internet website.

The public trust is unique. Even if everything you said is spot-on, you cannot avoid the appearance of impropriety when you receive a raise, money you earn that you get from the public, and it's ending up back in the hands of the person you work for in government (your boss)... That's going to draw comments, fair or not.
In the workplace, I would never rent a house from my boss. It could become very, very sticky if my boss does something wrong or I get a large pay bump, promotion, etc... Common sense says, "Avoid this situation." I'd have looked at a different condo, but that's just me. If you did nothing wrong, good, but the door for criticism was left open by renting from your boss at all, this is the natural result. I'm sorry this is an issue for you and your family, but it is what it is.

Will the real Chris Parman please stand up?
The articles all refer to Chris (Christopher I think) Parman as "He" or "Him." But if you, the wife, are actually Chris Parman that recieved the raise then the articles are in error. But How can this be? Do you and your husband work in different capacities for Hayashi, and coincidentally have the same first shortened name causing the confusion? Please explain.

Chris, California is a community property state so whether your husband writes the rent checks or you do is immaterial. It's both of your money.
And while I'm sure you deserved the raise and that it had to be approved by the committee - how many other people working for other assembly members in your capacity got raises similar to yours when you did? And let's not forget that Mary has been less than candid about the finances of her office. I don't think you ever replied to this article that Mike wrote about it last year: http://www.sanleandrobytes.com/archives/014485.html In any case, as Michael says, the appearance of impropriety is just as bad as actual impropriety. We will never know exactly what took place, but when you are dealing with a person who has shown dishonesty upon dishonesty, you must realize they no longer enjoy the benefit of the doubt. I'm sorry you got messed up on this. Loyalty is a great quality, but sometimes it's really misplaced.

Albert, Chris is a man who is married to a man. For a brief period of time gay marriage was legal in California - many people took advantage of the opportunity to get married. Hopefully many others will have this right soon as well.

Chris, who will defend Mary Hayashi's flawed excuses put forth regarding her felony grand theft shoplifting arrest and eventual plea deal? You?
Oct. 23 she is arrested & charged with felony grand theft, shoplifting $2,450. Oct. 24 she hires Sam Singer, the crisis PR pro who calls himself "The Fixer" Oct. 25, Singer says the theft is a "misunderstanding" and that Hayashi carries two cell phones and was texting and phoning with a bag in her hands and inadvertently stepped outdoors. Oct. 25 She hires criminal lawyer Douglas Rappaport. He says "It's a silly little case that got blown out of proportion," January 6th, Mary Hayashi pleads guilty to the crime. The plea includes admitting the "elements" of the crime, - intent- January 6th, with Mary by his side, her lawyer says Mary has a brain tumor and that "There is no other reason she would have taken the merchandise." he and Mary hug. January 10th. Mary's own press release says "My medical condition may have complicated the situation". July 21st. Mary tells the Oakland Tribune "my health was certainly not a factor in anything that happened" SF District Attorney Gascon says "This is a case that clearly contains the elements, in our opinion, of the crime as a felony" including 'intent' Mary to this day, fails to offer a explanation as to why she brought the empty shopping bag with her from Hayward to SF. The same bag she used to hide the clothing she shoplifted.

The most troublesome thing about this article is the lack of basic facts or a demonstration of any interest in the facts by the author, "Patch Staff."
A bit of basic research would lead you to learn that Chris Parman was Mary Hayashi's District Coordinator. Before he left her employ, he was making $6,870 a month or $82,440 a year, according to information posted at http://assembly.ca.gov/salaries Parman has since been replaced by Laura Weaver, who is paid $8,750 a month or $105,000 annually. Last year, five members of Hayashi's staff were given raises ranging from 4.19% to 4.81%. Parman was not one of those who received a raise. In the limited amount of time I spent researching, I did not find who else on Hayashi's staff received raises in 2010 or the amount. Perhaps "Patch Staff" could help out with that information so we could learn whether others on Hayashi's staff received raises of similar amounts in 2010.

Fact checking? The Patch just published a story asking people to volunteer at a shelter, which does not accept volunteers! They just copied some stuff from an old webpage and did not even follow the link they included to see what it said.
Even this article is just a regurgitation of the CBS 5 article. All that said, Tom is recovering so they're back to their pre-Tom journalistic standards, or lack thereof.

Of all the district coordinators in the entire Bay Area, my salary, even with the raise, put me exactly in the middle of the salary scale. Mike and Marga know the amount of work I did for the district and the long hours I put in. Again, my raise had everything to do with my performance and nothing to do with where I lived.
Asm. Hayashi could have rented it to someone else and received the same amount of money. We liked it for all the reasons I stated in my above reply.

The state is bankrupt but Hayashi and crew are dolling out raises to everyone. Good luck trying to roll into the real world with those expectations when the gravy train is derailed.

Chris, I can definitely attest at how much you worked for Mary - and given how many hours you put into the job and the type of skills it requires, I think you were underpaid even after the raise. And, indeed, it's interesting to note how much more your replacement is making.
Still, it's an unfortunately situation. I don't for a second believe that you would have knowingly done something improper, but Mary is very crafty and I'm sure she's able to make people do things and convince them it was their idea. And given her reputation for dishonesty all of her actions now merit questioning. I want to make it clear, however, that I do not question the integrity of your actions, Chris. My distrust is of Mary, not you.

Look on the bright side, State Assemblywoman Mary Hayashi's opponents for the Supervisor seat are saving a bundle on campaign advertising costs.
Mary is her own worst attack ad.

I hope everyone is spreading the word on this Hayashi taint, because I have a uneasy feeling that she has a shot at the seat. I hate to say it, but I would not be surprised to see Hayashi win it would be far from the first time such a person was elected.

Chris, 1 year, no "Town Hall" for Mary's constituents.
Look Chris, you are trying to explain that this house rental situation was all above board. Perhaps it was, but it looks bad and in light of Mary's secrecy and unwillingness to face the public for the past 10 months, many people will assume there may be mischief. It follows Mary Hayashi's unwillingness to ever face the people she represents and explain her felony grand theft arrest. From October of 2011 until her one and only interview with Josh Richmond in late July she has hidden from the voters and their obvious questions. Please don't try to tell me those "events" count. You don't face voters true questions when you only make brief appearances at events like the Senior Scam Stopper, or the Pet Clinic. NO, Mary has completely avoided questions from the very people she represents. This has gone on for the entire 10 months since her arrest and conviction. Her story and changing list of excuses has been comical. You are gone now. So what do we, the district residents do to get our simple questions answered? She took a plea deal, admittting her guilt, and now after throwing out the brain tumor excuse, she is back to saying it was all unintentional. If so, face the folks and explain the facts. Why Mary, did you enter the SF Neiman Marcus store with a empty Neiman Marcus shopping bag? The same bag, shown on video, that you hid the merchandise in. Mary? Well?

Guess what, as a member of a certain self-regulating organization, I cannot take a gift more than $100 from a client, I cannot get a loan of any amount from a colleague or client, essentially I cannot engage in any transactions worth any amount with a co-worker.
If only politicians were held to the same standards as....people who work at investment banks.

Let me point out at least we the people have the opportunity to not re-elect corrupt politicians when things like this happen. We the people DO NOT HAVE THE SAME ABILITY when the executives of the private sector do the same, and most cases eclipse the actions of corrupt politicians Let's not forget yet that as the economy went in the toilet in the Bush recession of 2007, the 'job creators' were giving each other golden parachutes and bonuses (i.e. Merrill Lynch, Citigroup, Bear Stearns, Morgan Stanley, J.P. Morgan Chase, Lehman Brothers and Goldman Sachs ). Do not confuse me pointing these facts as supporting or defending Hayashi. Her actions are disgraceful. I do suspect Joe Granada's comment to have some truth to it.

Mrs. Hayashi makes my skin crawl. For her to commit a felony act (intentionally stealing $2400 worth of property not hers to take) and get a misdemeanor slap on the wrist (3 year probation), while first time offending drug addicts (like the slippery Nadia Lockyer, incidentally) get harsher penalties for possessing paraphernalia (like a pipe). Possessing an instrument used to intoxicate one's self without possessing, consuming, selling, or transporting any actual drugs, is more threatening to the public than someone who deprives another of property? And not just petty theft either, but a grand theft total of over $2400? Ruin the persons life who hurt no one, took nothing, and endangered nothing, but just promote the felonious thief to a position of high esteem in the community and give her a big fat public salary & pension. It must be nice when you're married to a judge and justice is catered to your lifestyle at your household's nearly $300,000/yr+ income level.
